President Trump nominated Scott A. Mugno, vice president of safety, sustainability and vehicle maintenance at FedEx Ground, to be chief administrator of the Occupational Safety and Health Administration.

Part of U.S. Department of Labor, OSHA has not had a chief since January. Assuming that Mugno’s nomination is approved by the Senate, Mugno’s official title will be Assistant Secretary of Labor.

He joined FedEx Express in 2000 as an attorney and subsequently served as managing director, corporate safety, health and fire prevention, in that company division until being named to his current post at FedEx Ground in December 2011.

Before joining FedEx he was senior counsel at Westinghouse Electric Company and in the U.S. Army’s Judge Advocate General’s Corps. He holds a law degree from Washburn University School of Law and is a graduate of St. John’s University.

Long active in American Trucking Associations, Mugno has chaired or been a member of ATA policy committees and currently is chairman of the American Transportation Research Institute’s Research Advisory Committee.

He will be be missed at FedEx, where he is known as the “Chief Brain Coach” of the team of drivers who compete each year in the National Truck Driving Championships. At this year’s competition FedEx drivers won top honors in 10 categories.

“Scott Mugno is a strong and committed voice for safety and responsibility,” said ATA President Chris Spear. “He is an outstanding choice to lead OSHA, and I look forward to working with him after his swift confirmation.”

ATRI President Rebecca Brewster commented, “Scott has always shown a commitment not only to safety, but to using good data and input to determine how best to improve safety.”
